{"id":1989,"date":"2015-08-31T11:45:06","date_gmt":"2015-08-31T18:45:06","guid":{"rendered":"http:\/\/earthsayers.tv\/sustainabilityadvocate\/?p=1989"},"modified":"2015-08-31T11:45:06","modified_gmt":"2015-08-31T18:45:06","slug":"spongy-parking-lots-and-sustainability","status":"publish","type":"post","link":"https:\/\/earthsayers.tv\/sustainabilityadvocate\/?p=1989","title":{"rendered":"Spongy Parking Lots and Sustainability"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"  wp-image-2002 alignleft\" src=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/Oregon-Drought.png\" alt=\"Oregon Drought\" width=\"170\" height=\"144\" \/><\/p>\n<p>It takes a drought sometimes for a\u00a0fresh approach to catch on.<\/p>\n<p>An <a href=\"http:\/\/www.npr.org\/2015\/01\/22\/378844314\/building-sponge-city-redesigning-la-for-long-term-drought\" target=\"_blank\">NPR Morning Edition<\/a> program (January 2015) was about the urban planners in Los Angeles seeing <img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-2001\" src=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/npr-cities.png\" alt=\"npr cities\" width=\"445\" height=\"117\" srcset=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/npr-cities.png 445w, https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/npr-cities-300x79.png 300w\" sizes=\"auto, (max-width: 445px) 100vw, 445px\" \/>the need to\u00a0view the city as a sponge, absorbing water, rather than corralling, then whisking it away down the drain and into our waterways. \u00a0&#8220;Engineering water into submission&#8221; is how they talked about it on NPR and it dates back to the Romans and aqueducts. \u00a0It also is how I got to the idea of retrofitting existing surface parking lots to be spongy ones as part of my neighborhood work as a sustainability advocate.<\/p>\n<p>I live in the Old Town Chinatown (OTCT) neighborhood\u00a0of Portland, Oregon. \u00a0One rarely hears the word, sustainability pass anyone&#8217;s lips at land use meetings despite the City&#8217;s reputation for sustainability, awards for its healthy, connected neighborhoods and a significant number of LEED certified buildings. \u00a0Similar to skid row landscapes\u00a0in other medium and large-sized cities, OTCT is peppered with surface parking lots, many waiting for infill or development especially those owned by the redevelopment agency, with centrally located ones returning money in the manner of a cash machine to its owners and managers.<\/p>\n<p>After listening to the broadcast, it wasn&#8217;t hard to extend this fresh idea of spongy to the problem we face here in Old Town Chinatown. Not only are the surface parking lots signals of a blighted landscape, but planet-wise they waste precious water; pollute as water run-off contains toxins e.g. gasoline, heavy metals, and nasty Polycyclic<a href=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/heat-islands.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-2004\" src=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/heat-islands.png\" alt=\"heat islands\" width=\"150\" height=\"112\" \/><\/a> Aromatic Hydrocarbons (PAHs) with heavy rain days being particularly worrisome as they may result in combined sewage overflow* (CSO); and they contribute to the overheating of our urban areas as heat islands, &#8220;pushing\u00a0air <a href=\"http:\/\/epa.gov\/statelocalclimate\/local\/topics\/heat-islands.html\" target=\"_blank\">temperatures up to 10\u00b0F <\/a>(5.6\u00b0C) warmer than surrounding areas with open land and vegetation.&#8221; Portland State University&#8217;s Vivek Shandas has lead an effort to <a href=\"http:\/\/www.kptv.com\/story\/29665360\/psu-map-shows-hottest-spots-in-portland-during-heat-wave\" target=\"_blank\">map heat islands<\/a>\u00a0and make the tool available on-line.<\/p>\n<p>Surface parking lots, impervious surfaces, are a sustainability nightmare.<\/p>\n<p>The advantages to local businesses of \u00a0&#8220;parking&#8221; as a requirement\u00a0by cities to attract employers and shoppers is hardly offset by the damage to our environment, the health of our residents, the local economy (they are not taxed at the same rate as nearby buildings) and to those elements of sustainability often referenced to as &#8220;externalities.&#8221; Economic factors, money, often reigns supreme in much of local decision making. \u00a0Of course the costs to mitigate the damage done to our planet and people is born, eventually, by the taxpayer, those living in blighted areas and our children and grandchildren.<\/p>\n<p class=\"p1\" style=\"text-align: center;\"><span class=\"s1\">&#8220;An awful lot of urban planning particularly in poor areas has doubly impoverished <\/span><\/p>\n<p class=\"p1\" style=\"text-align: center;\"><span class=\"s1\">the poor\u00a0<\/span>by the ugliness which surrounds them and its understandable that it so difficult to<\/p>\n<p class=\"p1\" style=\"text-align: center;\">reach and sustain gentleness there..&#8221; John O&#8217;Donohue<\/p>\n<p><a href=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/cover-for-spongy.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright  wp-image-2005\" src=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/cover-for-spongy.png\" alt=\"cover for spongy\" width=\"414\" height=\"441\" \/><\/a>The good news lies in retrofitting many of these surface parking lots. \u00a0Locally we put together a cross collaboration team of architects, engineers, designers, and our resident expert on low impact development also known as green infrastructure, Maria Cahill. \u00a0Retrofit tools and methods are readily available for conserving water, then returning it to the ground or filtering\u00a0it for re-use in nearby parks and gardens; decreasing pollution of nearby rivers and streams especially in times of heavy rain days &#8211; projected\u00a0to increase here in Portland in this age of climate change; reducing the heat by increasing the tree canopy; and using rain gardens, living walls, and swales to significantly reduce the harm done by surface parking lots.<\/p>\n<p>City documents, plans, or RFPs don&#8217;t often call out retrofitting surface parking lots. It must happen in some cities because Toronto, for example, published a <a href=\"http:\/\/oregonvaluesproject.org\/findings\/top-findings\/\" target=\"_blank\"><em>Guide for Greening Surface Parking Lots<\/em> <\/a>which covers mainly new lots\u00a0and in Portland&#8217;s Climate Action Plan\u00a0decreasing Urban Heat Islands are called out\u00a0&#8220;&#8230; especially in areas with\u00a0populations most vulnerable to heat, through strategies such as revegetation, tree preservation\u00a0planting and maintenance, de-paving and porous pavement, green infrastructure like bioswales\u00a0and eco-roofs and site development performance standards.&#8221; \u00a0The Climate Action Plan also addresses sequestering carbon &#8220;through increased\u00a0green infrastructure (trees, plants,\u00a0soil) and natural areas. Reduce effective\u00a0impervious areas by 600 acres. Expand\u00a0the urban forest canopy to cover at least\u00a0one-third of the city with a mi<img loading=\"lazy\" decoding=\"async\" class=\"  alignleft wp-image-2007\" src=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/climate-action-plan.png\" alt=\"climate action plan\" width=\"233\" height=\"193\" \/>nimum canopy\u00a0cover of 25\u00a0percent of each residential\u00a0neighborhood and <strong>15\u00a0percent of the central\u00a0city, commercial and industrial areas.&#8221;<\/strong><\/p>\n<p>Retrofitting\u00a0doesn&#8217;t necessarily mean a reduction in parking spots if that turns out to be a gating factor in getting local support for a demonstration or pilot project, as we are doing. \u00a0The effort to retrofit Spongy Parking Lots is an opportunity to take a closer look at mobility options (where &#8220;by\u00a0car&#8221; and &#8220;more parking&#8221; is not the default option for solving issues raised\u00a0by employers in our central city and by\u00a0retail merchants and the entertainment\/hospitality industry.<\/p>\n<p>The OTCT Community Association, made up of primarily business owners and some non-profit organizations serving the homeless and providing addiction treatment, recently formed a new committee, <em>Transportation and Mobility<\/em> of which &#8220;Mobility &amp; Parking&#8221; is on the agenda. \u00a0Too soon to tell how it will function as a gateway to fresh ideas and innovation, but our team is ready with the recommendation for our redevelopment agency in collaboration with our Bureaus of Environmental Services and Planning and Sustainability \u00a0invest in demonstration project for spongy parking lots\u00a0here in OTCT given their number and the harm they produce, and, in terms of the neighborhood&#8217;s role in the emerging mobility movement to get people out of their cars in this age of climate change. \u00a0Be it a\u00a0private or public surface parking lot <a href=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-31-at-11.37.15-AM.png\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-2008\" src=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-31-at-11.37.15-AM.png\" alt=\"Screen Shot 2015-08-31 at 11.37.15 AM\" width=\"444\" height=\"133\" srcset=\"https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-31-at-11.37.15-AM.png 444w, https:\/\/earthsayers.tv\/sustainabilityadvocate\/wp-content\/uploads\/2015\/08\/Screen-Shot-2015-08-31-at-11.37.15-AM-300x90.png 300w\" sizes=\"auto, (max-width: 444px) 100vw, 444px\" \/><\/a>doesn&#8217;t matter as long as the owner, along with\u00a0a <a href=\"http:\/\/oregonvaluesproject.org\/findings\/top-findings\/\" target=\"_blank\">majority of Oregonians<\/a>, &#8220;values the state\u2019s natural beauty, outdoor recreation opportunities, and relatively clean air and water.
